You have to marvel at science. There have apparently been over 500,000 iterations of the Covid virus and the scientists have managed so far to identify four that are of sufficient interest to them  to continue lockdown. The current mutation keeping governments in a state of paralysis is Delta (previously known as the Indian variant).

We will probably have progressed through the Greek alphabet at least twice before humanity can return to normal.

Last August I wrote this article for R, in the English alphabet and I still stand by it. Particularly following last week’s G7 summit in Cornwall.

We believe we have found the perfect cover for Project Reset, as requested by you all, at previous World Economic Forums, (DAVOS).

Coronavirus disease 2019 (COVID-19) is an infectious disease caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). It was first identified in December 2019 in Wuhan, Hubei, China.

We now know enough about it to say; symptoms include cough, fatigue and shortness of breath, but in many cases, no symptoms at all.

The virus is primarily spread between people during close contact, most often via small droplets produced by coughing, sneezing, and talking.

The  recommended measures to prevent infection include frequent hand washing, maintaining physical distance from others (especially from those with symptoms), quarantine (especially for those with symptoms), covering coughs, and keeping unwashed hands away from the face.

There is a race to develop a lucrative vaccine and we believe one will have been tested and ready for the general populace by the end of the year, which should give time for each of you to carry out the objectives you wanted to achieve during Operation Reset.

If the scientists haven’t managed it, the virus should have burned itself out by then anyway, so the length of lockdown really depends on how much you feel you need to get away with.

We anticipate that, with the right amount of public information concerning an ‘unknown, highly infectious killer disease’, your countries will willingly go into lockdown and their isolation will enable you to carry out all the operations you see fit without unwanted scrutiny or questioning.

Covid-19 will be the best achievable camouflage for you to achieve the almost deserted towns and cities you wanted for your own, specific Reset projects, which can, at least, be set into motion during the ‘pandemic’ phase. 

These will vary by country and include, but are not limited to:

Environmental concerns and the travel industry.

Overhaul of the banking system.

Transport infrastructure. Eg. Creation of cycle lanes to facilitate widening of roads for future electric vehicles.

Renationalisation of the railways.

Digging up of roads to install fibre optics required for rollout of 5G.

Reconfiguration of high streets and the abolition of planning laws.

Creation of operable social security systems and universal credit.

Public health education in the fight against obesity, diabetes etc.

Restructuring of healthcare systems.

Destabilising of public broadcasters.

The reconfiguration of education at all levels.

Work: Do you want people to travel to work by car or public transport? Do you want them to increasingly work from home? This will mean public transport, esp. trains will no longer be profitable and this is the opportunity for wholesale  nationalisation of  transport networks. 

Take over other territories or ‘markets’.

War.

What you do is your own concern and it is fair to say that the world’s collective eye will be taken off the ball, so you will be able to behave with an unprecedented degree of latitude.

Some ideas considered illegal during ‘normal times’, as long as they are couched in reasonably ‘legal language’, will be missed. You should be able to get away with whatever you want. Everything, bar natural disasters, should be invisible under the smog of a global pandemic panic. Remember, this is a once in a generation opportunity; do not waste it.

We have been fortunate that a few global ‘superstars’ have said they are prepared to ‘front up’ and in the case of one Oscar-winning actor, become the early ‘face’ of the pandemic.

We do not recommend that leaders deliberately contract the disease to garner national sympathy. Some are not as healthy as they may think.

We will provide regular updates and guidelines and below are some general rules that it is recommended you follow:

In the cases of prisons, psychiatric units and, above all, care homes for the elderly, it is crucial that you throw a protective shield around them and ensure that no-one is admitted to these establishments who may have the virus. Lockdown and isolation is key here.

Do not create panic. It is important for governments to create enough trepidation that people accept lockdown and their loss of freedom for a period of time, but too much fear could result in  people being unwilling to leave their homes and economies grinding to an irreversible halt.  

Conversely, if a form of ‘herd immunity’ is the chosen strategy, it is vital that leaders are not seen to minimise the risks of the virus, by meeting Covid-positive patients and becoming potential superspreaders, for example. This will make future rules hard to implement. If you decide that travel should be limited, or masks should be worn, leaders and their teams must be seen to be following these in unison. Any exceptions should be condemned in the strongest possible terms if any credibilty is to be maintained.

One of the best things about Covid-19 is that children, in the main, are almost completely immune to it and there is next to zero chance of transmission from them to somebody else (Eg. teachers). This means that education at all levels (from the youngest to universities) can, and should, continue as normal.

Closing schools would have zero positive outcomes and if parents who work have to stay at home to look after or school their children, the national workforce will be depleted.

Healthcare systems: Most developed countries have a well funded and efficient healthcare system, perfectly able to cope with an influx of Covid-19 patients and so no measures will be needed to protect the services. 

Following the SARS outbreak of 2003, various exercises have been conducted to test the ability of nations to contain and control a ‘pandemic’ and only undeveloped nations or severely underfunded systems will have to ‘protect’ their healthcare service. Isolated wards for Covid patients and a sufficient supply of PPE should be all that is needed. For undeveloped countries whose service is liable to collapse under the weight of a surplus of seasonal patients, it might be necessary to get a healthcare system seen as a sort of charity, supported by a grateful populace. The optics of getting the army to sling some beds into an empty warehouse, and calling it a ‘field hospital’ (think M*A*S*H) still really can’t be beaten.

Scientists: It is extremely important that your citizens believe you are following the science. Science is perceived to be something magical and, therefore, trustworthy. In all addresses to the nation, ensure you are flanked by at least two tame scientists, three is even better, science then outweighing political expediency by a factor of 3 to 1. 

Scientists can be your friends; but BEWARE; they are extremely competitive and can literally correlate anything to anything; so some will tell you a high incidence of the virus is due to height, baldness or the size of your index finger. It is not; this virus discriminates against the OLD and the INFIRM. If you are over 70 or are obese, or suffer from underlying health risks (Eg. diabetes) you are at risk, otherwise it should not affect you any worse way than a dose of the flu would. 

After a while, political and economic concerns will obviously become more important than anything scientists have to say, so they will probably refuse to be associated with you. At this point it is recommended you cancel all regular communications to the public.

This will lead to a lack of scrutiny, but the trick is now to leak your views and plans to your friendliest media outlets and they can throw your ideas out and see how your public reacts. This is how ‘pandemic’ strategy is formed; in the cauldron of public opinion and what your media owners want you to do.

Islands: The old adage; “Secure the perimeters”, is your lodestone and control valve. We understand you all need the potential threat of the global pandemic in order to facilitate your personalised Reset and for countries without borders, you have a choice. You can close your borders to effectively prevent Covid-19 enteing, or time it so that it arrives and you can then blame others. Leave it too late and you won’t have a leg to stand on. The trick is to decide on a border plan and stick to it.

Track and trace: this is the one essential tool to have in your armoury, yet it is so simple it needs no explanation, other than it it is probably best left to local health authorities, who frequently use these systems for STIs etc.

Some things (in fact most) are best left to the experts. Now is not the time to make things up on the hoof, or follow your instincts.

Over the years, you have said at Davos and the other ‘global gatherings’ that you see Project Reset as the last chance for you to create the societies you want, in a world that has been overtaken by technology. You have to decide how you weigh up competing values (public/private, docility/creativity, co-operation/isolation). We have now given you the opportunity you asked for to apply the brakes; so please seize this opportunity and do not fuck it up for future generations.

Be careful what you wish for and good luck.

If all else fails, look at what Germany does and replicate to the best of your abilities.
